It is no secret that it is a tough time in Sri Lanka. On the one hand, the cost of living is skyrocketing. On the other hand, people are stuck in long queues due to shortages. The situation is particularly difficult for pensioners. Many pensioners had hoped for a raise in the coming budget. But, they were greeted by an unexpected action by the government that would leave them with less money worsening their current situation.

I refer to the inclusion of pensioners retired from government service before 2016-01-01 in the Agrahara Insurance Program without their consent. We have to thank opposition leader Sajith Premadasa for exposing the nefarious scheme.

This matter would not be so controversial if the government informed pensioners about their decision or made it an opt-in rather than opt-out solution. All of mums friends wanted to opt out of the Agrahara program. I shared online instructions and the letter I wrote over WhatsApp. I am writing this article for future requests and anyone else who would benefit from the information.

Background

The Agrahara Insurance Program is government-backed. On paper, the insurance program looks appealing for its price, but many believe it's not worth it.

Complaints claim that the process to make a claim is cumbersome. Once a claim is made, the composition also seems to be disappointing.

Opting Out

If a pensioner does not opt-out of the program, the government will consider that they have consented. They will then enlist the retiree in the program and reduce the premium from the pension. For individuals above 70, the monthly insurance premium would be LKR 600/=. The cost for those under 70 would be LKR 400/=.

You can opt out of the program in multiple ways.

• Online (limited to registered users)
• By notifying the Director-General of Pensions and the Divisional Secretariat

Online

This option is not available to all pensioners and is limited to those already registered for the service. If I recall correctly, there was a form by the Divisional Secretariat to fill to add an SMS enabled number. I managed to opt out using the website.

• Visit https://sathkara.pensions.gov.lk/pensionerservices/#/login
• Enter your ID card number
• If you are already registered, you will enter a dashboard.
• On the menu to the left will be "අග්‍රහාර රක්ෂණයට විරුද්ධත්වය". Click the link. It might take a few seconds for the page to show.
• Once there, click on the green button. It will open a modal with a prompt to an OTP. You better have access to the phone number mentioned there.
• You have 180s to enter the password. But the chances are you won't get it the first time, and once the count down elapses the modal closes. I had to try about 10 ~ 15 times before getting my password.

Offline Method

If you don't have access to the online service provided through your mobile number, you will have to convey your protests in writing.

Given the data scandal at the NMRA (National Medicines Regulatory Authority of Sri Lanka), I decided to mail them just in case. I would recommend you use a registered post as there will be some proof.

The first recipient is the Director-General of Pensions.
